Private Lake Rules
PRIVATE LAKES
Easterly Lakes located in Livingston Parish consist of four Private Lakes and access is limited and will be clearly marked for nonlake lot owners. Easterly Lakes is owned by the members of Easterly Lakes Homeowners Association, Inc. (“ELHOA”). Only members whose dues and assessments are fully current and their guest are entitled to use the lakes and other ELHOA properties. All other individuals will be considered as trespassing and subject to prosecution to the fullest extent of La Statue 14.63. These rules are written pursuant to Article VII. Section a. of the ELHOA By-Laws, wherein the Board of Directors has the sole authority to institute written policies, rules, and regulations of the Association.
GENERAL LAKE AND COMMON AREA/SERVITUDES OF PASSAGE RULES
- Home Owners must be current on all dues and assessments for lake, common area and servitudes of passage for use.
- Current issued lanyards must be worn by all home owners and guest during lake activities.
- Lake activities will be during daylight hours only for nonlake lot owners. Lake lot owners have full access to the lake from their property at all times.
- All persons 16 years of age and younger must wear a personal flotation device while on any approved water craft on the lake.
- Fishing is open to all members and their guests. (Definition of guest means “any person” that is not a Member who uses ELHOA common areas or the lake at the invitation of a member.) Fishing by anyone who is not a member or guest with an approved lanyard from the bank, home owners piers, craft, or otherwise is prohibited. Members and their guests are not allowed to keep any species of fish caught during the months of January through April during spawning time to replenish our lakes. During other months bream and sacalait will be limited to 10 per person per day. No bass to be kept until we get the population back up to were it needs to be. All bass caught on shiners must be released regardless of size. Catfish is open season following state laws. Fines for first offense One Hundred Dollars ($100.00) plus loss of lake access for 6 months. Second offense Five Hundred Dollars ($500.00) plus loss of lake access for12 months. (Subject to change with written notice.)
- Profanity, cursing, or obscenities of any kind are prohibited on the lake and in common areas.
- No person except on official ELHOA business, shall operate any motorized vehicles ( i.e. motorcycles, three and four wheelers, all terrain, tractors, go carts, golf carts) within the common areas and private servitudes of passage.
- No parking on grass at lake entry areas.
- No person shall swim in any lake.
- Littering on the lake or any ELHOA common property and private servitudes of passage is strictly prohibited. Any member seeing litter on ELHOA property is encouraged to pick it up and see that it is properly disposed of.
- No boating powered by gasoline motors or other internal combustion engines is allowed on the lakes. Boating powered by quiet electric motor is permitted provided that the motor is below one horsepower.
- Discharge of waste water, heated water, chemicals, toxic materials, anything other than clean surface water run-off into the lake is prohibited. Use of the lake as a heat exchanger for heating and air conditioning systems is prohibited.
- No owner may substantially change the contour of the lake shore or any lot by dredging, cutting, or filling without the written approval of the committee. Docks, piers, or other structures extending into the lake from lots are permitted subject to approval of the committee. However, structures shall extend no further than five (5) feet from the shore.
- Each home owner will be issued four (4) lanyards and will be charged $10.00 per replacement.
